Open the materials on psp / Duplicate (shift+d) / close the originals
Choose two colors for your tube: a dark one for the foreground and a light one for the background
Prepare a Linear gradient
 

Open a new transparent image measuring 1000x600px
Paint with the gradient

Copy the tube character and paste it into the selection

Effects / image Effects / Seamless Tiling - Default
 

Adjust/blur Radial Blur

Layers/Duplicate
Image / Mirror / Mirror Horizontal
Layers/Properties/opacity:50%

Merge visible
Effects / distortion Effects / polar Coordinates / Rectangular to polar / repeat

Image/Resize: 80% - all layers unchecked
Effects / Texture Effects / Mosaic Glass

Copy the tube character and paste as a new layer
Position as desired
Drop shadow of your choice
Copy the Floral tube and paste it as a new layer
Place and apply a Drop Shadow of your choice

Copy the text and paste as a new layer
Position as you see fit
Image / Add borders / symmetric marked / 2px / white
Copy (it will remain in memory)
Selections / Select All

7.
Image / Add borders / symmetric marked / 30px / white
Selections/Invert
Paint with the gradient
Selections/Invert
Drop shadow: 0 0 100 20 black

Select none
